School Board Minutes 12/3/2015

A Public Hearing on Video Surveillance (Recordings in School Classrooms) – Legal Reference NH RSA 189:68 IV was held beginning at 5:45 and closed at 6:00 p.m.
                        
                        A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Donald Labrecque, Denise Valerino, Lynn Moore, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Amy Huter, Dan Record, Kevin Carpenter, Tim Forestall, Roland & Cheryl Pinette, Autie Hamilton, Pauline Duquette, Kate Demers, Lynne Mercier, Robert Thompson, and a member of the press.

AGENDA          On a motion by Donald Labrecque, seconded by LouiseValliere, the Board voted to add the NY School Trip to the agenda. The motion passed unanimously.

MINUTES         On a motion by Lynn Moore, seconded by Donald Labrecque, the Board voted to approve the minutes of the November 19, 2015 meeting, public session. The motion passed unanimously.

WARRANT         On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to approve the warrant dated, December 7, 2015 for the amount of $314,132.16. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The financial report was reviewed and approved by the Board.

NY TRIP                 Kevin Carpenter informed the Board of incidents that occurred on a recent Senior Class Trip to NY and the actions taken by the school.
                        
COMMENTS                None

POLICY JFABD-R          On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to approve the first reading of Policy, JFABD-R – Admission of Homeless Students. The motion passed unanimously.
REVISION EEAA           On a motion by Denise Valerino, seconded by Louise Valliere, the Board voted to approve the revision to Policy EEAA – Video and Audio Surveillance on School Property. The motion passed unanimously.

EMER. CARE              The School Board, School Nurses, and Administrators discussed providing Narcan in the schools as emergency/first aid management. At this time it was determined that a legal opinion and or advice from the NH Department of Education and Primex were warranted due to legal ramifications.

SUPER’S REPORT        The Superintendent informed the Board of the following issues:
  • Project AWARE Presentation by Robert Thompson
  • Upcoming School Holiday Events
COMMENTS                Roland Pinette asked about making the Project AWARE web page more accessible to the students.

MEMBER BUSINESS Nicole Plourde inquired about having student representation on the School Board. Kevin Carpenter presented options on how to set up an application process. The Board also considered polling other schools to see how they do this.

NON-PUBLIC              On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to go into nonpublic session at 7:20 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:56 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session

                                                                                
STAFFING                On a motion by Denise Valerino, seconded by Donald Labrecque, the Board voted to approve the following staffing changes:

                        RESIGNATIONS:

                        Kimberley Turgeon – Administrative Assistant – Project AWARE
                        Renney Morneau – Educational Assistant - BHS

                        NOMINATIONS:  

Elizabeth Forestall – Administrative Assistant – Project AWARE


                        The motion passed unanimously.

                        All nominations are contingent on the applicant passing a background check.

BESS                    On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the tentative agreement between the Berlin Board of Education and the Berlin Educational Support Staff. On a roll call vote, all members voted in the affirmative.
                        
ADJOURN         On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to adjourn it’s meeting at 8:04 p.m. The motion passed unanimously.

MINUTES
BERLIN BOARD of EDUCATION
NONPUBLIC SESSION
December 3, 2015


On a motion by Donald Labrecque, seconded by Lynn Moore, the Board voted to go into nonpublic session at 7:20 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.


The Board discussed staffing.

A Best Interest of the Child request was reviewed.

A Tentative Agreement with BESS was reviewed.

On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to come out of nonpublic session at 7:56 p.m.~  The motion passed unanimously.~
